Canam Group division lands $26M contract for bridge in Northwest Territories

QUEBEC CITY, March 30 /CNW Telbec/ - Structal-Bridges, the largest steel bridge manufacturer in Canada and a division of Canam Group Inc. (TSX: CAM), has been awarded a joint venture contract with Western Canadian bridge manufacturer Rapid-Span Structures Ltd. to fabricate the steel structure of the Deh Cho Bridge in Fort Providence, about 139 miles (223 km) southwest of Yellowknife in the Northwest Territories.

Awarded by Ruskin Construction Ltd., this $26-million contract provides, among other things, that Structal-Bridges will supply 110 modified Warren girders as well as Goodco Z-Tech structural bearings and modular expansion joints and that Rapid-Span will produce the steel towers required for the cable-stayed section of the Deh Cho Bridge.

The new 3,428-foot (1045 m) superstructure crossing the Mackenzie River will consist of nine spans. The cable-assisted main span will allow for a navigation channel approximately 623 feet (190 m) wide.

To carry out this project, Structal-Bridges will rely on the cutting-edge expertise of the Canam Group plants located in Quebec City, Laval and St. Gédéon de Beauce in Quebec and Point of Rocks in Maryland, with work scheduled to begin this April. Delivery of the steel sections will begin by rail in September 2010 in order to adhere to the bridge construction schedule. The bridge is slated to open in the fall of 2011.

"This major contract not only reaffirms Structal's leadership position in the North American steel bridge industry, but also recognizes the significant expertise and rigor we bring to the fabrication of complex structures of the highest quality," said Robin Lapointe, general manager of Structal-Bridges. "We are very pleased to be partnering with Rapid-Span again," he added. "In the last four years, our two companies have successfully executed six large-scale projects, including the William R. Bennett and Kicking Horse Canyon Bridges in British Columbia."

It has been noted before that Sarah's practical "Legal Defense Fund" is in
fact nothing more than a handy slush-fund for her and her family. The
"Trust Agreement" leaves no open questions in this respect:

"3. Rights of Withdrawal

a) Each of the beneficiaries of this trust, shall, in each calendar year,
have an absolute and unrestricted power to withdraw from this Trust up to
the lesser of the total additions made to this Trust during each calendar
year or an amount in cash or other property (including the cash value of
life insurance policies, if no other cash or property is available) equal
the lesser of the total additions made to this Trust during each calendar
year, divided equally among such beneficiaries, or an amount in cash or
other property (including the cash value of life insurance policies, if no
other cash or property is available) equal to the maximum amount which
qualifies for the Federal Gift Tax exclusion allowed by Section 2503(b) of
the Code (currently $13,000 per donor, but such amount shall be adjusted
to provide the maximum amount excludable) presuming that a donor's spouse,
if any, has consented to treat any such eligible gifts as being made
one-half by such donor and one-half by such donor's spouse. The holder(s)
of such power are hereinafter referred to as "Donee". Except as otherwise
provided herein, said power of withdrawal shall not be cumulative from
year to year, must be exercised separately for each calendar year in which
any such addition or additions are made, and shall be exercisable only by
written notice to Trustee of the amount Donee wishes to withdraw, but no
purpose for said withdrawal need be shown.

4. Beneficiary.

The beneficiaries of this Trust shall be SARAH PALIN. In addition, the
class of potential beneficiaries shall include any "Covered Individual.
For purposes hereof, a "Covered Individual shall be any other person
determined by the Trustee, in the Trustee's sole and absolute discretion,
to (i) hold a "covered staff' position within SARAH PALIN's administration
and/or an employee in the office of the Governor of the State of Alaska;
and (ii) hold a covered relationship with SARAH PALIN, including without
limitation, a family member, such as a parent, spouse, child, grandchild,
sibling and other close family relationship. Notwithstanding anything
contained herein to the contrary, in no event shall anyone other than the
Trustee exercise control over the Trust property and, in no event shall
any beneficiary receive tangible or intangible benefit from the Trust
other than such benefit that is incident to or may have arisen out of the
defraying, payment, or satisfaction of expenses as provided herein."

So: Sarah's whole family and other people can be granted to right to
withdraw money - and "no purpose for the withdrawal need to be shown". How
useful! A grifters dream. Regina published a detailed article about this
topic on Palingates in July 2009 and about possible criminal consequences,
which is worth to be revisited. Back then, Regina came to the conclusion:

"The website soliciting donations states that the money raised will be
used only to pay certain legal expenses. The agreement says no such thing.
The website states the money cannot be used for personal purposes. The
agreement contains a clause that says otherwise."

New Online Application for teachers who want jobs with the Ministry of Education of the Northwest Territories

In association with the Ministry of Education of the Northwest Territories, Education Canada Network is proud to announce the launch of the NWT Online Application Form.  The form will be going live on Education Canada Network on March 15th.    

Anyone who applies to NWT jobs posted on Education Canada Network will be directed through a 5-step application process.  This online process will allow job seekers to provide the Public School employers in the NWT with all of the details needed to apply to specific jobs or to NWT's General Application Pool.   You will access this online application form anytime you click on the "Apply Now" button for a job from a NWT employer.

This online application process will make it easier for you to apply to jobs in the NWT.  Your application will be saved to your ECN Profile so you can use it in the future if another job comes up that meets your interest. Once you apply to a job in the NWT you will see a blue menu box on the left hand side of your MyECN Centre.  When you see another job that interests you, then all you have to do is edit the specifics of the new opportunity and send.   In addition, the application provides you the ability to suggest that a partner, spouse, or colleague apply as well. This can be beneficial as many Public School employers appreciate couples working together in their schools.  Finally, you will be able to access valuable resources about teaching and working in the North from all the employer pages.

SOMBA K'E/YELLOWKNIFE - The Tibbitt to Contwoyto Winter Road - the principal means by which the NWT's three diamond mines are resupplied over the winter season - closed to all traffic on Wednesday.

In total, 3,506 loads of fuel, cement and other supplies weighing 121,000 tonnes were carried up the road by trucks travelling to the Diavik, Ekati and Snap Lake diamond mines – in line with earlier estimates. An additional 424 backhauls – loads coming back from the mines – were transported.

"Overall it was a success. We had no accidents this year," said Erik Madsen, director of winter road operations for Diavik Diamond Mines Inc.

The total number of northbound loads and backhauls has declined every year since 2007, a record season during which the joint venture recorded 11,740 loads (including backhauls) weighing 330,002 tonnes.

 George Lessard a été choisi pour participer au premier Parlement des aînés des TNO.

 

Du 2 au 7 mai 2010, un membre de la communauté francophone de Yellowknife sera l'un des 19 députés siégeant au premier Parlement des aînés instauré afin de permettre (selon le site Internet du gouvernement) aux Ténois de 50 ans et plus d'émettre leur point de vue sur les questions qui les concernent et d'en apprendre davantage sur le système de gouvernement de consensus en vigueur aux TNO. George Lessard affirme être heureux de pouvoir profiter de cette expérience et se réjouit de rencontrer des résidents du Nord provenant de partout à l'échelle des TNO. Ce Yellowknifien de 59 ans s'amuse du code vestimentaire qu'il devra respecter durant cette simulation parlementaire. « J'ai bien une cravate des années 1970 et des pantalons qui ne sont pas des jeans, assure-t-il. Mais une chose est sûre, je ne mettrai pas d'autres souliers que mes espadrilles. Même si c'est interdit! »

Les règles vestimentaires ne sont pas les seules que M. Lessard anticipe de bousculer durant ce Parlement des aînés. Déjà, il se questionne sur sa liberté d'expression durant les débats en Chambre, alors qu'il vient de recevoir un questionnaire lui demandant son avis sur une dizaine de thèmes présélectionnés. « Je ne sais pas s'ils se rendent compte que les aînés ne sont peut-être pas aussi malléables que des jeunes qui participent à un Parlement jeunesse. Je veux dire, il nous demande notre avis sur des sujets qui ne sont pas de ceux dont je veux parler. Les débats doivent-ils tourner autour de thèmes qui intéressent le gouvernement ou nous, les parlementaires choisis? », s'interroge-t-il.

Les dix déclarations suggérées sur lesquelles les quinquagénaires et plus devront débattre durant leur unique journée en Chambre visent essentiellement la priorité des services offerts aux aînés ténois. Cinq sur dix se renseignent si tel ou tel programme devrait être plus financé que les autres. Deux proposent que les aînés les mieux nantis puissent contribuer financièrement à certains services. Deux autres abordent l'équité des services entre les différents groupes d'âge ou si une priorité devrait être donnée aux jeunes. Une dernière déclaration propose la création d'une nouvelle section gouvernementale pour développer plus de programmes pour les aînés.

Du point de vue de l'Assemblée législative, qui organise cet événement, ce questionnaire est une façon de s'assurer que les débats soient intéressants, dans ce sens que si la moitié des participants répondent être en accord avec une déclaration et que l'autre moitié dit ne pas l'être, il y aura vraisemblablement un débat animé sur ce sujet. Ainsi, les aînés pourront dire ce qu'ils veulent durant les débats, mais sur des sujets prédéterminés selon leur potentiel d'argumentation.

Si l'un de ces députés d'un jour veut aborder un sujet particulier, il aura la guise de le faire durant sa déclaration en ouverture de session, qu'il soit député régulier ou membre du Cabinet. D'ailleurs, c'est le hasard qui décidera qui formera le Cabinet de ce faux gouvernement. Les participants intéressés à incarner un ministre ou le chef du gouvernement déposeront leur nom dans une boîte où seront pigés les individus formant les membres de l'exécutif du Parlement des aînés.

Ces parlementaires pourront s'exprimer dans l'une des onze langues officielles des TNO, puisqu'un service de traduction sera offert en Chambre la journée des débats. George Lessard a d'ores et déjà déclaré qu'il parlerait en français durant cet exercice et qu'il porterait sûrement une ceinture fléchée pour afficher encore plus ses racines. « Je considère que c'est une occasion de représenter ma communauté. George Lessard vient d’être choisi pour participer au parlement des ainés 2010. George Lessard entrevoit un seul problème durant ces cinq jours de réunion : le code vestimentaire. Il relate sur Internet, qu’il trouvera bien une cravate, une chemise et de beaux pantalons, mais il affirme qu’il n’échangera pas ses espadrilles contre des souliers vernis. Il prétend qu’il utilisera le français pour ses déclarations et s’amuse déjà à se voir porter une ceinture fléchée au sein de la chambre parlementaire.

Our colleague Evelyne Asselin reveals a passionate artist-biologist in the competition "Luckily we have her." This is Diane Boudreau, born in Valleyfield, Quebec, who lives in Yellowknife last ten years. It puts all her knowledge to her community by making art projects that can be seen in the streets of Yellowknife. Diane Boudreau works with people more poor, lends a hand to the Association Francophone and introduces several people to composting and vermicomposting.

 March 19th the Minister of the Environment announced the project - the best summer job in Canada

A student Film Maker position in every PARKS CANADA  field unit in the country. It is a wonderful opportunity. We've been able to make it possible for Inuit Beneficiaries to get first crack at this (northern non benefiaries can also apply)  but... The students must be a student in some (any) full time post secondary program now and be intending to be a student in the fall. They will have to be available to start work May 3rd. They will have to go to Workopolis to fill in the forms - we can help them with this though call us at the Iqaluit Parks Canada office for help: 867-975-4673.

We are looking for any student who may have had a film making experience - as in: worked as trainee on a film project, taken some/any of the workshops offered by Ajiit and/or partners or the Nunavut Film Commission.  They will have to demonstrate they have some knowledge and enthusiasm for the project. If they make the first cut they then will have a week to make a 1 minute video and after that - the winners get offered the 4 month summer job working for Parks Canada in our field unit (or one of the others across the country). (32 field units). They will start work in Banff (all expenses paid) to take the film program there and a parks Canada orientation, they will work out of the Iqaluit office but will get to at least two of the parks in Nunavut during the course of the summer.  We will have a camera, film editing software and a computer that they can use it here in the office in Iqaluit (and we will keep the equipment afterwards).

Then mid August they go to Torngat Mountains National Park in Labrador and work together as a group (the 32 students) and then return to Iqaluit and finish their film.  The film then gets entered into a special program at the Banff Film Festival in the fall. This is a great opportunity - it would be a shame if only southern students got a shot at this.
The workopolis ad will be up only from March 19th to March 26th so we have to scurry to find some beneficiaries who will qualify.

16 Dog Teams now in Quaqtaq preparing for the start of Ivakkak 2010

All the Inuit dog teams registered in Ivakkak 2010 are now in Quaqtaq, a community located on the Ungava Bay coast, in Nunavik, the northernmost region of Quebec. Thirteen of the participating dog teams were flown in on Thursday, Friday and Saturday, via HS-748, courtesy of Air Inuit, the region's airline, to join the three local teams in Quaqtaq, where this 9th edition of the race will start this Monday, March 22. Coming from 7 different communities – Kuujjuaq, Tasiujaq, Aupaluk, Quaqtaq, Kangiqsujuaq, Puvirnituq and Inukjuak– each team is lead by its master and his racing partner and composed of 8 to 12 pure-breed Inuit huskies, for a total of 182 sled dogs. On Saturday afternoon, the race officials had a meeting with the mushers, during which the racers were assigned their team numbers and given Ivakkak merchandise, such as flashlights, pocket knives, crests, etc. As part of the opening ceremonies, a feast was organized by the local Northern Village where community members prepared a variety of country foods and casseroles, cakes and other deserts. Later that evening, local and regional performers took the stage and entertained the village with a few of their own songs. Today, the racers and the support crew went shopping for food and supplies at the local Co-op store and spent the rest of the day packing up their sleds and preparing for the big day. Ivakkak 2010 is scheduled to start tomorrow morning, at 9 o'clock. Stay tuned to find out how it all plays out…

Nunavummiut who can't return home due to court orders may soon be able to stay in temporary housing.

Speaking in the committee of the whole on March 16, where MLAs were scrutinizing his budget, Keith Peterson, the minister of justice, said the Government of Nunavut is looking at developing a pool of housing, or billets, for people who can't legally go home because of a restraining order or some other condition.

"It is a big issue and the reality in Nunavut's communities, housing is short and we will just have to find a way to overcome that challenge," Peterson said in response to a question from Johnny Ningeongan, MLA for Nanulik.

Ningeongan had written a letter to Peterson describing problems faced by some people in his community of Coral Harbour who are under restraining orders and cannot go home.

"The concern he raises is a very valid concern. When an individual receives a restraining order, normally, I think the Department of Justice would accommodate them in a local hotel for up to 72 hours, but after that they can't go home. Where do they go? It's a challenge that we have to address," Peterson said.

Another separate project may also see a new court that would deal with the large number of domestic violence charges in the territory and move them more quickly through the judicial system.

The justice department's 2010-13 business plan said "initial options reviewed by the courts relating to a domestic violence court in Nunavut identified a need to create a "Healthy Relationships Court."
